Description Of Site

60 lakes, dams and pumping stations throughout the state of California intended to deliver water to the state as needed.

In addition to water usage, some areas are used as hydro-power generators, placing them in two major areas of the state infrastructure.

SBD Involvement

As part of an anti-terrorism initiative, SBD was asked to evaluate threat levels to each facility, along with the existing security measures being taken for the state water project.

Thousands of Californians use the recreational areas each year for boating, fishing, and swimming. The open access to the sites posed special problems in terms of security. Public accessibility needed to be balanced with the public safety issues posed by the potential for flooding and other disasters that could be caused by malign intent.

The final report gave in-depth accounting of potential threats to each site, to the personnel and to the public, each graded by likelihood and severity. The document was divided by region and site for future use.

Subsequent involvement with the DWR-SWP included CCTV, a system design for the Oroville Dam site, and creation of Security Standards and Procedures to be included within their Operations and Maintenance Manual.
